Neftaly: Strengthening NTCP’s Management and Monitoring Capacities to Maximize Program Implementation
A well-managed and effectively monitored National Tuberculosis Control Programme (NTCP) is critical to achieving national TB targets and ensuring the efficient use of available resources. Recognizing this, Neftaly (South African Youth Project) supported the NTCP in strengthening its management and monitoring systems to ensure successful execution of planned activities under donor-funded grants.
Program Objective
To strengthen the management and monitoring capacities of the NTCP so that at least 95% of planned program activities, with available funding, were fully implemented by the end of 2017.
Strategic Focus Areas
1. Program Management Enhancement
- Provided technical support for workplan development, activity scheduling, and tracking against targets.
- Strengthened internal coordination and oversight structures within NTCP to improve implementation efficiency.
2. Grant Monitoring and Compliance
- Supported NTCP to establish systems to track grant utilization, milestones, and deliverables.
- Ensured that program managers had real-time access to budgetary and operational performance data.
3. Capacity Building
- Trained NTCP teams in project and financial management, grant compliance, and activity-based budgeting.
- Developed and disseminated standard operating procedures (SOPs) for planning, execution, and reporting.
4. Monitoring and Reporting Systems
- Improved data collection and reporting tools to monitor implementation progress across all program components.
- Conducted monthly and quarterly program reviews to identify delays, bottlenecks, and corrective actions.
Key Results Achieved
- Over 95% of planned and funded activities under the TB control grant were successfully implemented in 2017.
- Significant improvements in program efficiency, accountability, and documentation.
- Strengthened NTCP capacity to manage large-scale grants from donors such as the Global Fund and USAID.
- Increased alignment of financial resources with strategic program priorities, reducing under-utilization of funds.
Why This Matters
High grant performance ensures that critical TB prevention, diagnosis, and treatment services reach the people who need them most. By supporting the NTCP to improve its management and monitoring systems, Neftaly helped safeguard investments, enhance service delivery, and advance national TB targets.
Neftaly’s Commitment
Neftaly continues to support national programs like NTCP in building resilient, results-driven systems that translate funding into tangible, measurable health outcomes.
