Neftaly: Strengthening Ministry of Health (MOH) Monitoring & Evaluation for Evidence-Based Decision-Making and Sector Performance
Robust Monitoring and Evaluation (M&E) systems are essential for effective health sector governance, accountability, and continuous improvement. At Neftaly (South African Youth Project), we work in close partnership with Ministries of Health to enhance national M&E systems, enabling them to generate quality data, drive sector learning, and guide strategic, evidence-based decision-making.
Program Goal
To strengthen the Ministry of Health’s M&E systems and institutional capacity to ensure timely, accurate, and actionable data that supports evidence-based planning, policy formulation, sector learning, and performance improvement.

Key Focus Areas
1. Strengthening M&E Systems and Frameworks
- Support the development and refinement of national M&E frameworks, indicators, and performance monitoring plans aligned with national health strategies.
- Integrate M&E systems with digital health information platforms (e.g., DHIS2, eHealth, EMRs).
- Develop standardized reporting tools, SOPs, and data quality protocols for national and subnational use.
2. Capacity Building and Institutional Development
- Conduct training and mentorship for MOH staff at all levels in M&E principles, data use, and performance monitoring.
- Establish and strengthen dedicated M&E units or focal points within key departments.
- Promote cross-departmental collaboration to enhance shared learning and integrated analysis.
3. Data Quality and Use for Decision-Making
- Conduct regular Data Quality Assessments (DQAs) and build data verification mechanisms.
- Support evidence review forums, program dashboards, and health sector performance reviews.
- Facilitate timely and data-driven decision-making to improve program planning, resource allocation, and service delivery.
4. Sector Learning and Knowledge Sharing
- Establish platforms for health sector learning, including annual reviews, peer exchanges, and knowledge-sharing workshops.
- Document and disseminate best practices and lessons learned across programs and partners.
- Promote the use of data for policy advocacy and health system strengthening.
