At Neftaly (South African Youth Project), we are committed to supporting the National AIDS Control Programme (NACP) to enhance its strategic, operational, and institutional capacities — ensuring it can lead a coordinated, evidence-based, and sustainable HIV response.
Program Goal
To strengthen the NACP’s management systems and leadership capabilities, enabling efficient program planning, implementation, monitoring, and coordination of national HIV/AIDS responses.

- Improve NACP’s capacity in strategic planning, program coordination, and results-based management.
- Enhance the governance and leadership structures within NACP to strengthen oversight and accountability.
- Strengthen internal systems for resource mobilization, financial management, M&E, and stakeholder engagement.

1. Leadership and Governance
- Support the development of clear roles, responsibilities, and coordination mechanisms across NACP units.
- Strengthen oversight functions through policy alignment, multisectoral coordination, and national HIV steering committees.
2. Program and Performance Management
- Build capacity in strategic and operational planning, workplan execution, and performance tracking.
- Implement results-based management tools and establish routine program performance reviews.
3. Monitoring, Evaluation, and Data Use
- Strengthen M&E systems for accurate and timely reporting of HIV indicators, aligned with national and global targets.
- Promote the use of data dashboards and evidence to inform planning and policy decisions.
4. Financial and Resource Management
- Enhance systems for budgeting, financial reporting, and resource tracking to ensure transparency and accountability.
- Support NACP’s efforts in domestic and international resource mobilization.
