Neftaly: Strengthening Monitoring and Evaluation (M&E) Systems for Timely and Accurate Reporting

At Neftaly (South African Youth Project), we recognize that robust Monitoring and Evaluation (M&E) systems are essential for measuring progress, ensuring accountability, and driving continuous improvement in health and development programs. To achieve meaningful impact, all indicators must be systematically tracked, analyzed, and reported in a timely manner.

Our initiative focuses on strengthening M&E systems to ensure data-driven decision-making, improved program performance, and alignment with national, regional, and global reporting requirements.

    Program Goal

To strengthen M&E systems across Neftaly-supported programs to ensure that all required indicators are consistently tracked, reported, and used for effective planning, performance management, and learning.

    Key Objectives

    • Build capacity of staff and stakeholders in M&E tools, methodologies, and indicator frameworks.
    • Ensure all program indicators are clearly defined, aligned, and routinely monitored.
    • Enhance the quality, completeness, and timeliness of data collection and reporting processes.
    • Promote data use for decision-making at all levels — from community to national leadership.

    Core Interventions

    1. M&E System Strengthening

    • Develop and/or update M&E frameworks with clearly defined indicators, baselines, and targets.
    • Establish standardized data collection tools and reporting templates across all levels.
    • Ensure systems are aligned with national M&E systems (e.g., DHIS2, HMIS) and donor reporting requirements.

    2. Capacity Building

    • Train program and field staff in data collection, management, analysis, and reporting.
    • Build capacity in indicator tracking, evaluation methodologies, and data quality assurance (DQA).
    • Provide ongoing mentorship and technical support for M&E officers and implementing partners.

    3. Data Quality and Timeliness

    • Conduct routine data quality assessments (DQAs) and implement corrective actions.
    • Set up data verification and validation protocols to ensure accuracy and reliability.
    • Establish real-time or periodic data submission schedules with clear timelines and accountability.

    4. Data Use and Feedback Loops

    • Create systems for regular data review meetings at community, district, and program levels.
    • Develop data dashboards and summary reports to communicate performance trends and gaps.
    • Foster a culture of learning and adaptation based on M&E insights.

    Expected Results

    • 100% of program indicators tracked and reported according to schedule.
    • Improved data accuracy, completeness, and consistency across reporting systems.
    • Enhanced decision-making and programmatic adjustments based on real-time data.
    • Strengthened capacity of teams and stakeholders to manage and use M&E systems effectively.

    Why It Matters

A strong M&E system ensures that resources are used efficiently, results are measured accurately, and communities receive better services. Timely and reliable data enables Neftaly and its partners to improve impact, demonstrate accountability, and scale successful interventions.

    Partner With Neftaly

We invite collaboration with governments, development partners, donors, and civil society organizations to build M&E systems that drive performance and impact.

  • Neftaly Strengthen the NTCP’s management and monitoring capacities, so that at least 95 percent of planned program activities under the grant, and for which funding is available in the country, are completed in 2017.

Neftaly Strengthen the NTCP’s management and monitoring capacities, so that at least 95 percent of planned program activities under the grant, and for which funding is available in the country, are completed in 2017.

Neftaly: Strengthening NTCP’s Management and Monitoring Capacities to Maximize Program Implementation

A well-managed and effectively monitored National Tuberculosis Control Programme (NTCP) is critical to achieving national TB targets and ensuring the efficient use of available resources. Recognizing this, Neftaly (South African Youth Project) supported the NTCP in strengthening its management and monitoring systems to ensure successful execution of planned activities under donor-funded grants.

    Program Objective

To strengthen the management and monitoring capacities of the NTCP so that at least 95% of planned program activities, with available funding, were fully implemented by the end of 2017.

    Strategic Focus Areas

    1. Program Management Enhancement

    • Provided technical support for workplan development, activity scheduling, and tracking against targets.
    • Strengthened internal coordination and oversight structures within NTCP to improve implementation efficiency.

    2. Grant Monitoring and Compliance

    • Supported NTCP to establish systems to track grant utilization, milestones, and deliverables.
    • Ensured that program managers had real-time access to budgetary and operational performance data.

    3. Capacity Building

    • Trained NTCP teams in project and financial management, grant compliance, and activity-based budgeting.
    • Developed and disseminated standard operating procedures (SOPs) for planning, execution, and reporting.

    4. Monitoring and Reporting Systems

    • Improved data collection and reporting tools to monitor implementation progress across all program components.
    • Conducted monthly and quarterly program reviews to identify delays, bottlenecks, and corrective actions.

    Key Results Achieved

    • Over 95% of planned and funded activities under the TB control grant were successfully implemented in 2017.
    • Significant improvements in program efficiency, accountability, and documentation.
    • Strengthened NTCP capacity to manage large-scale grants from donors such as the Global Fund and USAID.
    • Increased alignment of financial resources with strategic program priorities, reducing under-utilization of funds.

    Why This Matters

High grant performance ensures that critical TB prevention, diagnosis, and treatment services reach the people who need them most. By supporting the NTCP to improve its management and monitoring systems, Neftaly helped safeguard investments, enhance service delivery, and advance national TB targets.

    Neftaly’s Commitment

Neftaly continues to support national programs like NTCP in building resilient, results-driven systems that translate funding into tangible, measurable health outcomes.
